Land Use Analyst Calls for
Housing Affordability Targets

Land use analyst Hugh Pavletich of Christchurch has called for housing affordability targets to be set by planning authorities. In an article published on www.planetizen.com and this website, Pavletich urges that planning authorities adopt a median multiple standard based upon the median house price divided by the median household income. Pavletich notes that the median multiple has historically been below 3.0, but that it has risen substantially in urban areas that have adopted strong anti-suburban policies. The Demographia International Housing Affordability Ratings and Rankings (http://www.demographia.com/dhi-ix.htm) found multiples as high as 10 in California and 6.5 or higher in Sydney, Melbourne, New York and Miami.

Pavletich calls for improved public processes that based upon understandable environmental standards rather than the master plans that have all too often established the conditions leading to the loss of housing opportunity.
