For some years, proponents of Portland's land rationing ("smart growth") program have claimed significant success in developing a "different kind of urban area," and having largely avoided urban sprawl. In fact, Portland sprawls like most other urban areas. The profiles linked from this page show that few of the 32 urbanized areas (outside of Portland) in the United States with more than 1,000,000 population in 1990 had a population profile indicating materially more sprawl than Portland (Kansas City, Tampa-St. Petersburg, Atlanta and Riverside-San Bernardino are the most obvious).
