Appointed to the Amtrak Reform Council by the Speaker of the US House of Representatives to fill the unexpired term of New Jersey Governor Christine Todd Whitman (1999-2002). Appointed chair, Financial Analysis Committee (1999). Was one of six affirmative votes in the finding that Amtrak had failed to achieve its congressionally required objective of self-sufficiency and participated in developing the congressionally mandated ARC plan for restructuring passenger rail in the United States.
