Retained by the city of Toronto (1996-7) in its efforts to block merger into an amalgamated sub-regional government (produced a widely used research paper and made presentations on behalf of the city in public meetings). Project included addresses at community meetings in four of six boroughs, assistance in strategy development and preparation of Local and Regional Governance in the Greater Toronto Area: A Review of Alternatives.

Authored chapter on urban infrastructure development options in book, Smarter Growth, published by Florida State University.

Participated in a debate on transport and smart growth with a representative of the Metropolitan Council in Minneapolis-St. Paul (2001).

Authored transport chapter in book A Guide to Smart Growth for the Heritage Foundation (2000).

Participated as a  principal author of the Lone Mountain Compact, delineating market  oriented strategies for urban development (2000)

Author of an analysis of  housing affordability and smart growth for the Independence Institute  (Denver), 2000

Debate on Toronto  amalgamation with a deputy minister of the Ontario Provincial Parliament before a  Canadian Club and Empire Club meeting. This was one of a very few times that an American was invited to address the Empire Club (1997)

Authored transport chapter in book A Guide to Smart Growth for the Heritage Foundation (2000).

Prepared an analysis  (2000) of errors in the United States Department of Agriculture 1997  National Resources Inventory of land use in the United States, with Ronald   D. Utt. In response, the National Resources Inventory was withdrawn for error  correction (2000).

Co-author of a report for  the city of Portage, Michigan on regional competitiveness (Keeping  Kalamazoo Competitive). The report (1999) included a response to the Kalamazoo County Compact by David Rusk.

Prepared (2000) a  detailed evaluation of the proposed Pennsylvania land use policies for the  Commonwealth Foundation (with Ronald D. Butt of the Heritage Foundation and  Howard Husock of the JFK School of Government, Harvard University (2000).

Transport and demographic research for a large Japanese automaker on the potential for improved  transportation in US cities (1999)

Analytical report (The Untold Story) of large US city  revenue and expenditure trends for the American Legislative Exchange  Council (1992).
